Even as the economy strengthens, employers shy from rebuilding a heavy payroll — with good reason. During the recession, companies found that technology really could help them do more with less, boosting productivity even as revenues and workforces declined. Meanwhile, the downturn has created a deep pool of qualified workers who are willing to work on a part-time, temporary or contract basis.
